Character count and byte count are different
A character limit is not always the same as a storage limit. UTF-8 uses a variable number of bytes depending on the character.
Use the metric required by the destination
Applications, forms and publishing systems may count spaces, line breaks or bytes differently. Follow the rule stated by the destination service.
